Rule. For Ontario MLS-data products, PIPEDA applies in full without a provincial overlay. Do not extrapolate enforcement intensity from BC, Alberta, or Quebec.

Why. Ontario has no substantially-similar private-sector privacy law → PIPEDA applies in full to MLS personal info (only BC, AB, QC have substantially-similar laws) — only BC, AB, QC have substantially-similar laws; Ontario is direct-PIPEDA territory.

How to apply. When importing legal analysis or playbooks from BC/AB/QC, treat them as informative but not controlling. Quebec's Law 25 in particular has aggressive features Ontario does not have; do not pre-emptively over-engineer to Quebec's standard. Conversely, do not assume PIPEDA is toothless because Ontario lacks aggressive provincial enforcement.
