See [[hba-three-tier-federation-structure-bundled-dues]].\n\n**Why:** the federation is **designed this way**. OHBA and CHBA serve their member firms via the locals — there is no parallel \"direct member\" tier. Trying to engage at the provincial or national level without a local membership wastes time and doesn't unlock the practical benefits (Advantage Program discounts, local events, awards programs, RenoMark eligibility for renovators).\n\n**How to apply:**\n\n- For a client onboarding intake, **first question** in the membership-strategy section: *\"What local HBA region is your principal business address in?\"* Identify the local. That's the one to join.\n- **Do not recommend \"join OHBA\"** as a standalone action — it isn't how the federation works.\n- **For renovator clients**, layer RenoMark on top **within 90 days of joining the local** — most locals make this required ([[wrhba-renomark-program-overview]]) and the program is the strongest consumer-facing badge in the stack ([[research-brief-renomark-credentialing-program]]).\n- **For ICI/commercial GC clients** whose work is outside the residential focus of CHBA/OHBA/BILD, the **OGCA** is the relevant primary association (and is the partner association for Gold Seal Certification — see [[gold-seal-cca-governance-and-ontario-partners]]).","rationale_body":null,"metadata":null,"links":{"outgoing":[{"slug":"hba-three-tier-federation-structure-bundled-dues","title":"HBA federation structure: three tiers (local → provincial → national), automatic membership at all three, bundled dues paid once to the local HBA","kind":"reference","scope":"business","link_type":"depends-on"}],"incoming":[{"slug":"research-brief-canadian-hba-stack","title":"Research brief: The Canadian HBA stack — CHBA / OHBA / BILD / WRHBA federated three-tier model, with marketing implications for Ontario builders and renovators (May 24, 2026)","kind":"reference","scope":"business","link_type":"relates-to"}]},"created_at":"2026-05-24T16:32:33.840Z","updated_at":"2026-05-24T16:32:33.840Z"}
